fort to aid the'man who is most vi
tally affected by the existing money
shortage.
A suggestion contained In a card
published In Sunday’s Constitution
from John I. Full wood, of Cedartown,
shows how various southern communi
ties might enter into an agreement to
further aid the farmer. He sayB:
When the banks in any son*hern
town reach their limit of loan.; on
cotton, why not call together the
farmers, warehousemen, merchant s
and bankers, Issue certificates on cot
ton and agree to accept them at
par?
The real essential requirement of
any security used ns a basis for cur
rency, or certificates, which will pais
as currency, Is its quality of being
readily converted Into cash. In this
respect cotton meets every requ’re-
ment. It can be Instantly sold In
any market In the world and ut nny
time of the year. It has a real, per
manent, tangible value which can nev
er be destroyed.
Certificates based upon cotton, In
sured and store d In a warehouse, are
as much an evidence of real wealth
as national bank currency. By com
mon agreement they could circulate In
any city or town where the need of a
circulating medium Is felt, and cer
tificates so Issued would be as good os
gold.
The details of the plan could be
worked out easily. The amount of
cotton necessary to insure absolute se
curity could be decided. Even If It
were deemed best to advance only 5
cents on cotton quoted at 10 or 11
cents, that plan would furnish enough
certificates to pay ordinary dpbts un
til conditions righted themselves and
the world’s demand for the staple put
up the price to a point where It could
be sold at a fair profit.
In- a word, the national and state
banks have devised a plan of which
the vast cotton Industry of the south
could take advantage for the protect
ion of themselves and for the benefit
of the whole country.—Constitution.
