CONGRESSIONAL.
It would teem that the Demo,
uratie candidate for Congress in
thi» iiiatrict is opt going to have a
walkover, as his Republican oppo
nent w busily engaged in organiz
ing the Republican forces as they
have not been organized for sever
al years. This iact should induce
the Democrats of the district to
awhke from their lethargy and
hake Inch organization as will get
out every Democratic vote on elec
tion day. It would be a shame to
sltow'this district to elect a Re
publican congressman through the
neglect of Democratic voters to
cast their ballots. Democratic as'
cendency in this district was too
hardly won to allow it to fall now
tbrtingb apathy. ^ It is important
now, of sail times, that ‘the Demo
cratic congressional delegation
from Georgia should remain un
broken. The signs point to Mem
ocratlc national success, and the
Democrats of this district could
never forgive themselves if they
- alone Should be 'prevented from
contributing to the glorious victo
ry that seems to be awaiting the
Democracy. A full democratic
vote in-this distiict means victory,
white a partial vole means defeat.

various States as to citizenship.
Kentucky requires the longest res
idence, two years; twenty-live
States require one year; eight six
months; one four months; and two
three months. The Kentucky con
stitution, by-the-by, has never been
altered since the war, and still
contains a provision limiting citi
zenship to the whites, a limitation,
however, which is of no ciTect,
being contrary to the constitution
of the United States.
All the Slates except criminals,
idiots and lunatics from citizen
ship. The other exceptions are
ndmerous: Alabama and Arkansas
except Indians; Colorado and Ore
gon Chinese; eight States—Dela
ware, Maine, Massachusetts, New
Jersey, South Carolina and West
Virginia—refuse to grant the bal
lot to paupers. Rhode Island in
sists on a property qualification,
the only State in the Union doing
so; Delaware, Georgia, Virginia
and Pennsylvania refuse tbo ballot
to persons failing to pay their
taxes. Missouri, Nebraska, South
Carolina, Texas and Virginia will
not allow the suffrage to United
States soldiers. Only two States,
Connecticut and Massachusetts,

to read and write. Dueling is a
bar to the ballot in Michigan, Wis
consin, South Carolina and Vir
ginia. It is a serious offense to
bet on an election in New York
and Wisconsin, and will nullify
your vote; and finally bribers and
persons once guilty of voting fraud

Specially was this true of many large and celebrated Clothing
manufacturers who had mode up numerous stocks from matcrl
als bought on credit. These manufacturers plnced their faith
on lively and profitable September trade, absolutely relying on
it for funds to meet their maturing paper, which they had given
