cepted the nickles with thanks, and
struck a trot homeward. Those
who have met him' frequently on
the way say that he never breaks
his gait.

Augusta. Ga., October 6.—The
trade review of Augusta for the
past year, made by the Chronicle,
Bhows that Augusta’s cotton mills
span 80,000 bales of cottou duriug
the year, producing $6,000,000 worth
of products; cotton receipts, two
hundred and odd thousand bales;
fertilizers manufactured and sold,
$2,000,000; wholesale and retail
grocery trade, $30,000,000; total
business, $70,000,000. Twenty-six
miles of electric railroad have been
built and are In operation. The
city Is growing and prosperous.

School Fund.
The public school fund in this
city and county has doubled within
the past three years. Collector
Furlow informs us that lu 1887 bo
paid out of the school fund to the
county board of education $3,058.05,
and to tho city board $633.84. In
1888 lie paid to the county $3,562 85,
city $751.81. Iu 1889 he paid to tho
county $5,286,11, eitv $1,117.55. This
year be will be coifed upon to pay
the county $0,S93.0S. city $1,454.61.
This does not include tho poll tax.

The decision of the Supreme
Court in regard to the unconstitu
tionally of local laws putting the
stock law into effect in certain dis-
trfets and counties was not unex
pected.
When the petitions for and
against stock luw were presented to
Representatives Brady and Sim
mons they objected to introducing
a local bill ou the ground that tills
question of tiie constitutionality of
such bills was then being raised
the Supreme Court, with;tlie prob
ability that the decision would
an adverse one. But tho pressure
for tile passage of suclt a law was
so great that they yielded to thede
mauds cf the people and the bill
was iutroduced aud passed.
Under the provisions of this local
law the farmers of Sumter county
took down their fences anil shut up
their stock.
The etlect of this decision of the
Supreme Court will be that the
crops of the farmers who took down
their fences will be at the mercy of
such stock as tbeir neighbors may
choose to allow to run at large
ThlB change must undoubtedly
cause great hardship in some por
lions of the county. It wiil require
time and great expeuBe to replace
the fences which had been taken
away, and iu some degree must des
troy the value of farmiug lauds.
There are two districts iu Sumter
county, however, which are not
effected by thi- decision. Tue twen
ty-seventh and tv euty-niuth dis
trict voted for no fence under the
provisions of the general law, and
therefore hold good. There will be
no fences to be replaced lu those
districts, and the owners of stock
lu other districts who allow their
cattle to trespass within these two
districts are liable for damages,
If the people of Sumter county
desire the provisions of the stock
law to extend over the entire coun
ty, there are two ways only in
which it can be done. One is to
vote for no fence under the general
law, and the other is to have our
representatives unite with the rep
resentatives of other counties aim
llarly situated and have the gen
eral Jaw repealetf and the local law
re-enacted.
Which ever method is adopted
Is likely to meet with strong oppos-
Bition, and the stock law question
is likely to be a vexed one lor sev
eral months to come.
